# Create Template

Templates can be created using either of the following platforms:

1. **[Belio Cloud Portal](https://cloud.belio.co.ke/)**
   * Create and manage WhatsApp templates directly from the Belio platform.

2. **[WhatsApp Business Manager](https://business.facebook.com/latest/whatsapp_manager)**
   * Create templates through Meta's WhatsApp Business Manager.
   * Requires an active Facebook Business account
   * Templates submitted through Meta must still comply with WhatsApp policies and approval requirements
